Compatible with and without Promod. All DLCs are supported, but the DLC maps EAST, NORTH, FRANCE, ITALY, BALTIC, BL_SEA, IBERIA are not absolutely necessary.
But keep in mind that these DLC cards are absolutely necessary to use Promod.
