By default RimWorld will happily eat all it is allowed under VSYNC. What does it mean? If your monitor refresh rate is high, it will happily eat it all. That's why, if you want to open Youtube in the background or something else. RimWorld will cry and moan and want more GPU and battery in STATIC panels during a paused game.
This mod also helps poor PCs with slower video cards to not melt and saves your battery.
You should use this mod if your PC has stuttering problems or you want to listen to Youtube in the background without RimWorld crawling.
You can control how much FPS you want, maybe you want higher too. No problem, go to settings and do as you desire.

There is a folder in the .zip archive. To install the mod, move the entire folder (not just its contents) into 'Mods' folder located under your RimWorld root isntallation folder.
So, for steam version of the game, the path would look like this: C:\Program Files (x86)\Steam\steamapps\common\RimWorld\Mods
For any other distribution, firstly locate your rimworld installation path and then unpack the archive into the 'Mods' folder.
Then enable the mod in the game mods menu by double clicking on its name and restart the game
